Man, not wolves, kill strongest for sport

Letter to the Editor

Thank you for publishing Maurice Clements’ column on big, bad wolves ravaging Idaho’s backcountry.
Mr. Clements states “Traditional trophy deer and elk habitats have been sacked”. Wolves chase down their prey, they don’t coward behind trees or behind rocks and shoot their prey.
Killing form yards away with a bullet is not a sport, it’s simply murder.
Wolves kill to survive, taking the weak and elderly so the strong survive, maintaining equilibrium in nature. Man slaughters the biggest and best for bragging rights and “trophies” to hang on walls.

Trophy killing breaks down the strong genic pools, so if herds are depleting, don’t blame wolves, blame yourself for your disregard to the balance in nature.
Yellowstone is an example of the balance wolves bring to the environment. Since the return of wolves, over-grazing has stopped, vegetation returned, trees have grown, reducing flooding. Birds and other wildlife not seen in years have returned, proving that wolves are essential.
Wolves are intelligent. They’re smart enough to stay away from man, while the “superior” predator man chooses to kill rather than use proven deterrents to educate wolves to stay away from livestock.

The removal of carcasses and ill livestock from fields, and not grazing in known wolf territory should be common sense, still ranchers choose to cry wolf rather than attempt to live with wolves.
Before man, deer, elk, etc., survived with wolves. Herds were plentiful, and strong. It’s man’s interference that disrupted the balance in nature. Man’s lust to spill the blood of wildlife and his fear of wolves, a true competitor, has caused the near extinction of wolves.
Man must use his intelligence, forgetting tales of monstrous wolves. We cannot allow America’s wilderness to fall silent because some choose to kill rather than accept and live with our wolves.

Red Riding Hood’s wolf, Peter and the Wolf, the Big, Bad Wolf, werewolves and, more recently, Liam Neeson’s pack of merciless wolves in The Grey: Reach back in your childhood library or consider your movie-viewing habits and you can probably conjure up frightening images of menacing critters.

Wildlife managers will tell you few other animals of the American West incite more emotion from humans than the wolf. As wolf management in the United States moves from recovery to a new era of conservation, managers will tackle the challenges of balancing healthy wolf populations with competing interests. Successful management requires better understanding of wolf behavior and a new book offers in-depth analysis of the often-misjudged apex predator.

Utah State University wildlife ecologist Daniel R. “Dan” MacNulty, U.S. Geological Survey Senior Research Scientist L. David Mech and Yellowstone National Park Wolf Project Leader Douglas W. Smith, are authors of Wolves on the Hunt: The Behavior of Wolves Hunting Wild Prey, released May 22, 2015, by University of Chicago Press.

The authors represent a veritable “Who’s Who” of the nation’s top wolf researchers. Mech, long-time professor at the University of Minnesota and author of multiple books, has studied wolves for more than half a century. Smith and MacNulty, assistant professor in USU’s Department of Wildland Resources and the USU Ecology Center, have been involved with the Yellowstone Wolf Project since its 1995 inception.

Wolves are killers, the authors acknowledge.

“At first glance, it certainly appears that a wolf, or especially a pack of wolves, can kill just about anything it wants,” the book reads. “In fact, many laypeople even believe that wolves kill for the sheer sport of it. The reality is different and far more interesting.”

Wolves are killers, yes; like most carnivores, they kill for survival. Though many perceive wolves as ferocious and nearly invincible, the predators actually tread a precarious existence.

“Hunting is hazardous business for wolves,” says MacNulty, who’s witnessed wolves kicked, gored and stomped to death by bison and other large prey. “Wolves minimize the risk of injury by focusing on vulnerable prey, which are generally rare. So, wolves spend a lot of time on the move searching for the easiest target. Any injury that slows them down may eventually kill them.”

Wolves on the Hunt is based on thousands of hours of original field observations, behavioral data analysis and research in the literature. E-book and online versions of the book include video segments from cinematographer Robert K. Landis.

Recovering predators create new wildlife management challenges

A new study examines recovering predator populations along the West Coast of the United States and in the Greater Yellowstone ecosystem, and the conflicts surrounding them.

The protection and resurgence of major predators such as seals, sea lions and wolves has created new challenges for wildlife managers, including rising conflicts with people, other predators and, in some cases, risks to imperiled species such as endangered salmon and steelhead, a new research paper finds.

The study by scientists from NOAA Fisheries' Northwest Fisheries Science Center and the University of Washington examines recovering predator populations along the West Coast of the United States and in the Greater Yellowstone ecosystem, and the conflicts surrounding them. The study was published in the journal Conservation Letters.

In the Pacific Northwest, for example, California sea lions that have increased under the Marine Mammal Protection Act have increasingly preyed on endangered salmon. Wolves reintroduced to Yellowstone in 1995 have since cut into elk herds, reducing human hunting opportunities.

"Increases in predators can be seen as successful in terms of efforts to recover depleted species, but may come at a cost to other recovery efforts or harvest of the predators' prey," said Eric Ward, a NOAA Fisheries biologist and coauthor of the paper.

The scientists describe three types of conflicts that can emerge as predators rebound under the protection of the Endangered Species Act and Marine Mammal Protection Act:
  • Increased competition with humans for the same prey. For instance, sea lions eating fish also pursued by anglers and wolves preying on livestock and reducing elk numbers.
  • Predators consuming protected or at-risk prey species, such as sea lions eating salmon and grizzlies consuming Yellowstone cutthroat trout.
  • Protected predators competing with each other for prey. For example, sea lions consuming the same fish as killer whales, with wolves and grizzly bears also preying on the same species.
Pacific Northwest waters include many such conflicts, largely because many top predators such as sea lions, elephant seals and several whales are increasing in number and prey upon salmon, steelhead, rockfish and other fish protected by the Endangered Species Act.

Conservation conflicts have also emerged elsewhere: On California's San Clemente Island, a threatened island fox species preys on an endangered shrike, while protected golden eagles prey on both the fox and the shrike. Also in the Pacific Northwest, protected barred owls are moving into forest habitat long important to threatened spotted owls and double-crested cormorants, like sea lions, have been targeted for culling to reduce predation on Columbia River salmon.

The scientists call for improved monitoring and modeling to better anticipate interactions between predators and prey, and assess whether steps to manage predators may be warranted. Where conflicts continue, the scientists suggest developing multi-species recovery plans that consider the tradeoffs between increasing predators and other protected species.

"Predators such as bears, wolves and whales are charismatic creatures often seen as bellwethers of ecosystem health," said Kristin Marshall, a postdoctoral researcher at NOAA Fisheries who completed graduate research in Yellowstone and lead author of the paper. "We're fortunate to have places such as Yellowstone and the Northeast Pacific where they can recover, but in protecting one species you have to be thinking ahead to account for cascading effects that may impact other species too."

The ESA and MMPA do recognize larger ecosystem needs. For instance, the first purpose of the ESA is "to provide a means whereby the ecosystems upon which endangered species and threatened species depend may be conserved," and the MMPA seeks to "maintain the health and stability of the marine ecosystem." Both NOAA Fisheries and public land managers in the Yellowstone region are increasingly pursuing ecosystem-based management with those goals in mind. Research has also found ecological benefits from the reintroduction of wolves in Yellowstone.

Both the ESA and MMPA also provide safety valves by allowing limited control of recovering predators to manage their impacts under certain circumstances.

NOAA Fisheries has authorized states under the MMPA to remove sea lions known to be preying on endangered salmon, for instance. An "experimental" designation under the ESA allowed for removal of wolves that attacked livestock, although wolves are no longer listed as endangered in Montana and Idaho and are now subject to hunting.

But the scientists note that resolving conflicts by culling predators may itself have unintended consequences and will face public and legal opposition that may limit management options.
"Thirty years ago scientists predicted that increases in predator populations would cause more of these conflicts to emerge," Ward said. "We've largely seen these predictions come true, and there's no indication of these conflicts decreasing."

WA’s wolf experience may be unlike rest of the West

Environmentalists hail the return of gray wolves, but ranchers say the apex predators — and the state's high goals — threaten their way of life.

Washington’s wolf population, concentrated in the northeast corner, has reached critical mass, a milestone in a state where recovery standards are high and so are passions.

Washington has fewer wolves than Oregon and far fewer than Idaho, Montana and Wyoming. But Washington Department of Fish and Wildlife biologists say the population is poised to follow the same upward trajectory that other states saw.

But more wolves may mean more conflicts with the state’s $700 million-a-year cattle and sheep industries. While vocal environmentalists downplay the economic risks and hail the return of the gray wolf, ranchers — some whose families have worked the land since the 1800s — say the reintroduction of an apex predator threatens their way of life.

At the center of the controversy is the state’s Wolf Conservation and Management Plan. Conservation groups and livestock producers continue to spar over the plan, which guides wildlife managers and lays out recovery goals.

Adopted in 2011, Washington’s plan sets a higher bar for success than the objectives established for Idaho, Wyoming, Montana or Oregon. Until the goals are achieved, wolves will be a protected species throughout the state, no matter how many occupy northeast Washington.

House Agriculture and Natural Resources Committee Chairman Brian Blake represents the state’s southwest corner, far removed from wolf country. He agrees with those who say the plan calls for too many wolves over too large a territory.

The Aberdeen Democrat said a small percentage of Washingtonians are sacrificing for wolf recovery, and the current plan doesn’t provide relief. “The original wolf plan was flawed,” Blake said. “It was a recipe for failure, and a failure is what we’re seeing.”

No progress documented
Federal recovery goals for the Rocky Mountain region were met seven years after wolves were released in central Idaho and Yellowstone National Park in 1995. In Oregon, state recovery goals were achieved last year, six years after the first wolf pack was documented in 2008.

Washington’s first wolf pack was discovered in 2008, too. It has nearly as many wolves as Oregon, but under the state’s wolf plan recovery is at least several years away and as much as a decade away, wildlife officials say. WDFW estimates wolves will be eligible to be taken off the state’s protected species list by 2021 — plus or minus three years. On paper, there’s been no progress in meeting recovery goals in three years.

The key difference between Washington’s wolf plan and the plans other states used is the minimum number of breeding pairs needed before wildlife managers can consider management measures, including hunting, to control how many wolves live in the state, and where.

A 17-member work group that developed Washington’s plan decided the state should have at least 15 breeding pairs, a number considered too low by two of three scientists who conducted a peer review. Nevertheless, it was more breeding pairs than required in other states.

The U.S. Fish and Wildlife Service in the 1980s declared that Idaho, Montana and Wyoming each needed at least 10 breeding pairs before gray wolves would be eligible to be taken off the list of endangered species. But in neighboring Oregon, only four breeding pairs are required for recovery under that state’s plan.

Washington has counted five breeding pairs each year since 2011. During that time, the wolf population has almost doubled, from 35 to 68, and the number of packs has more than doubled, from 7 to 16. “What does that tell you?” asked Washington Cattlemen’s Association Executive Vice President Jack Field. To him, it says counting breeding pairs is the wrong measurement. “It’s got to be packs,” he said. “It’s simple and attainable.” WDFW defines packs as two or more wolves traveling together in the winter.

However, the definition doesn’t address whether wolves are successfully establishing a family unit, said Tim Coleman, executive director of the pro-wolf Kettle Range Conservation Group. “Two animals is not really a pack,” he said.

When the wolf plan was written, dissenters in the work group, including Field, said 15 breeding pairs — 50 percent more than in states with fewer people and more wolf habitat — “defies common sense.” Washington has more than 7 million residents, while Oregon has 3.9 million and Idaho 1.6 million. The dissenters proposed eight breeding pairs.

To count as a breeding pair, a male and female must have at least two pups surviving to the end of the year. But that definition may be too narrow, critics say. In 2014, a Lookout pack male and female raised one pup in north-central Washington, an area ravaged by the largest wildfire in state history. A female in the Smackout pack raised four pups after a cougar killed her mate. In both cases, the pups didn’t count toward the recovery goals.

WDFW wolf policy lead Dave Ware said there may be more breeding pairs than the five found last year by biologists. “That’s what we were able to document. It doesn’t mean that’s what’s on the ground,” he said.

Veteran wolf manager Carter Niemeyer, who oversaw Idaho’s wolf recovery before retiring in 2006 from the U.S. Fish and Wildlife Service, said he believes the state can support the number of breeding pairs called for in the wolf plan. “Fifteen breeding pairs doesn’t seem unrealistic to me,” he said.
Besides breeding pairs, Washington’s plan judges success by the number of wolves reproducing in each of three zones. Each zone must have at least four breeding pairs for at least three consecutive years.

There are four pairs in Eastern Washington, one in the North Cascades and none in the South Cascades. Ware said wolves likely are more widely distributed than the count shows.

More wolf sightings
Although the agency has not documented any wolves in the South Cascades, wolf sightings there are constant and credible, he said. A recent WDFW wolf presentation included a photo of a wolf in a field in Klickitat County in south-central Washington.

Wolves may even be crossing the Cascade Range. A wolf was seen in late April standing on Interstate 90 in eastern King County. By the time state wildlife managers arrived, the 2-year-old female had been hit and killed by a truck. She was the first known wild gray wolf west of the Cascades in decades.

Grant County rancher Bill Sieverkropp, president of the state cattlemen’s association, said he hasn’t seen any wolves in his section of Central Washington, but there’s talk. “You always hear rumors,” he said. “I imagine when the population grows, eventually we will see some come through our area.”

Klickitat County rancher Neil Kayser says he’s skeptical wolves have ventured down to where he is in south-central Washington, not far from the Columbia River and Oregon, which lies south of it. His cousin and fellow rancher, Keith Kreps, says he hasn’t seen any signs either and isn’t worried about lone wolves passing through. But he says he’s heard of reliable sightings and thinks wolves will come and packs will form. “We are going to have them eventually. You can almost guarantee it’s going to happen,” he said. “We think the cat (cougar) problem is bad. This will be bad.”

Blake, the state legislator, said he believes wolves have made their way to the timbered wilderness of the South Cascades. “We know there are wolves down there,” he said. “That is dense, difficult ground for biologists to operate in to quantify wolves, and that’s going to be a huge hurdle.”

In the North Cascades, Niemeyer took up residence in a tent in mid-May to help Washington State University graduate students find wolves to collar in Okanogan County. By late May, they were still looking, without luck. “I guess I’m skeptical wolves will spread in Washington like prairie fire. I really don’t buy that,” he said.

Idaho counted 14 wolves before the Canadian imports were released 20 years ago. The count rose steadily and peaked at 856 in 2009, the first year a state-sponsored wolf hunt was allowed.

Niemeyer cautions against assuming Washington will see the same unrelenting growth as Idaho did. Too many factors, such as the deaths of breeding females, could delay recovery, he said.

Still, Niemeyer said wolves will disperse. “There’s no doubt. It’s just a slow, gradual process. They will get there. Wolves are tough, resilient and prolific,” he said.

A WDFW consultant, Francine Madden, recently interviewed more than 90 ranchers, environmentalists, biologists, legislators and others interested in Washington’s wolves and found, unsurprisingly, strong feelings.

She also noted that her interview subjects were aware that most Washingtonians were “only mildly interested” in wolf recovery.

The deeply involved minority has presented the mildly interested majority with two competing narratives.

One narrative says reintroducing a wily apex predator has burdened northeast Washington residents. Wolves are entrenched in the region, and livestock losses are mounting. Yet, statewide recovery is long into the future. Therefore, wolves should be delisted in Eastern Washington and managed accordingly.

The other narrative asserts that wolves and ranchers can co-exist and that recovery is on track. Wolves are about to break out and blossom into a statewide and sustainable population. Don’t change a good plan that’s working.

Balancing act
The Legislature may yet produce a bill this year that seeks to balance those views.

House Bill 2107 would require WDFW to reconsider the wolf plan, but the legislation does not mandate any changes. WDFW would review several issues, including whether poaching penalties are high enough and under what circumstances the agency will kill wolves to protect livestock.

Washington wolves made up less than 4 percent of the 1,802 gray wolves counted in five Western states last year but accounted for almost 10 percent of the 312 sheep and cattle confirmed killed by wolves, according to the U.S. Fish and Wildlife Service.

Washington wolves took at least two cows and 28 sheep, according to WDFW, though Stevens County rancher Dave Dashiell estimates he actually lost more than 300 animals to the Huckleberry pack.

A state lawmaker from northeast Washington, Rep. Joel Kretz, has more than once told his colleagues in Olympia that “social tolerance” for wolves is about gone in his district.

Northeast Washington ranchers and county commissioners this year delivered the same message in intense testimony at the Capitol in Olympia. “We can’t afford to wait for the whole state to recover because there won’t be any of us left,” Dashiell told legislators.

Kretz has proposed relocating wolves to unoccupied areas to hasten statewide recovery, an option included in the state’s wolf plan. The option, though, looks highly unlikely. No legislator has volunteered to have his district host wolves. So wolves must spread naturally and at their own pace.

Field, of the cattlemen’s association, said he believes recovery will come before WDFW’s projected date of 2021. “I’m going to put my money on the under,” he said. The bet is based on expectations that wolves will multiply rapidly. It’s also based on the idea that WDFW may change how it measures recovery from breeding pairs to packs.

Field said he thinks recovery will occur before 2021 even if WDFW sticks with breeding pairs. “I’m going to be naively optimistic and say ‘Yes,’” he said.

Coleman, one of the environmentalists on WDFW’s wolf advisory group, agrees. “More than likely, yes, it will come earlier,” he said. “I think it will happen because the habitat is there.”

In the meantime, the U.S. Fish and Wildlife Service calls the wolf comeback in the West an “amazing success.” It’s considering taking gray wolves off the endangered species list entirely, including Central and Western Washington.

Blake said Washington errs by not considering the federal success good enough. The state’s wolves should be seen as the western edge of a thriving Rocky Mountain population, he said. “Personally, I believe wolves are biologically recovered in Washington state today,” he said.

‘Big bad wolf’ image doesn’t match behavior

Once the most common large native carnivores in the Lower 48 states, wolves were completely eradicated from the West by the 1930s. Hundreds of thousands of wolves were poisoned, shot and trapped. To date, no other species has been so heavily persecuted in our nation’s history. And as generations passed, the wolf itself faded into fairy tales, typically misbranded as a dangerous beast that preyed on three little pigs and red-hooded girls.

In reality, wolves are an important native species that help cull unhealthy elk and deer and keep herds moving, which in turn reduces overgrazing damage to native plants and trees. That’s why they were reintroduced to Idaho and Yellowstone, which have some of the best wolf habitat in the West. Also, wolves tend to avoid humans and cause less livestock loss than domestic dogs, bad weather or disease. However, age-old livestock-wolf conflicts still undermine conservation efforts, pressuring wildlife managers to drive wolf numbers lower and lower. And anti-wolf sentiment deepens each time wolves are publicly accused of killing livestock or reducing elk for human hunters.

Today, there are roughly 3,000 cougars, 20,000 black bears and 45,000 coyotes in Idaho, but the number of wolves is still estimated to be less than 1,000 statewide. No other species with such low population levels is killed today with as much intensity — and animosity — as the wolf.

We can live peacefully with wolves. While all the fighting over them has been playing out in the media for decades, some people quietly decided to try to make it work. They crossed cultural lines and worked together to solve these problems. One of the best examples is the Wood River Wolf Project in Central Idaho.

For the last seven years, field technicians working with sheepherders have monitored wolves and pack denning activity. They’ve used nonlethal methods including sound and light deterrents, livestock guarding dogs, portable fencing and other strategies to successfully avoid livestock-wolf conflicts. Today the Wood River Wolf Project area has the lowest rate of sheep lost to wolves despite having the highest concentration of sheep grazing on national forests in Central Idaho wolf range. Between 10,000 and 22,000 sheep have grazed annually in the project area, with fewer than 30 killed by wolves over the entire seven-year period. And these methods are more cost effective than heavy-handed lethal control programs that use taxpayer-funded helicopters, airplanes and sharpshooters.

As a result, wolfpacks in the project area are better able to fulfill their important ecological role, and ranchers are able to use common-sense techniques to avoid losses to wolves and other native species, resulting in peace in the valley. Local residents understand that in the circle of life, wolves are a necessary part of a healthy and functional ecosystem. They bring millions of tourism dollars to the West as people from everywhere flock to Yellowstone to witness what may be the greatest wild theater in North America. And wolf attacks are among the rarest of all wildlife-human injuries in our country. So much for the “big, bad” image.

It’s been 20 years since wolves were restored to Idaho, and it’s increasingly obvious that they’re not that hard to manage. It’s time to let go of all the huffing and puffing and make wildlife decisions based on science and not science fiction. It takes only a little goodwill and common sense to make coexistence work.

Managing wolves means better data

To the editor:

Thank you for publishing this article in the Arizona Daily Sun and providing opportunities for local residents to learn more about the Mexican gray wolf population and related challenges to increasing the diversity and overall fitness of this endangered species. I am a science educator, wolf advocate, as well as a hunter of several game species in the state of Arizona. I understand and acknowledge the difficulty of developing, implementing, and maintaining a management plan for Mexican gray wolves in our region.

I appreciate the work and collaboration between state and federal agencies, but a new and updated management plan that is based upon sound and accurate science is necessary and very much overdue. Managing predator species in a state that relies heavily on revenue from game tags can create conflict from invested stakeholders, but again this shouldn't be a reason for NOT having accurate scientific data be the basis of the Mexican gray wolf recovery plan. Anyone who spends time in the outdoors should be able to identify, based off of simple observation, that the natural world won't thrive unless it is in a state of balance and equilibrium. Releasing more captive Mexican gray wolves into the wilderness of the southwest is crucial for the recovery of this keystone species.

I strongly encourage local residents, state and federal agencies, and all stakeholders to support a management plan that is based upon scientific data, facts, evidence and conclusions instead of personal interest.

Umatilla County commissioners push to delist wolves

The Umatilla County Board of Commissioners has passed a resolution requesting the Oregon Fish and Wildlife Commission delist wolves from the state endangered species list.

The Umatilla County Board of Commissioners unanimously passed a resolution Wednesday urging the Oregon Fish and Wildlife Commission to remove wolves from the state endangered species list.
Oregon’s wolf population has grown steadily since 2009, with most of the predators concentrated in the state’s far northeast corner. The Oregon Department of Fish & Wildlife counted a minimum of 77 wolves in nine packs at the end of 2014.

Local ranchers want to see wolves delisted in order to have more flexibility to kill those animals that make a habit of preying on their livestock. Conservationists, however, say the population remains fragile and in need of protection.

The Fish and Wildlife Commission voted in April to start the process that could lead to delisting wolves east of highways 395, 78 and 95. That decision came after ODFW found at least four breeding pairs for three consecutive years in the region. Wolves remain federally endangered in western Oregon.

County commissioners are now prodding the Fish and Wildlife Commission to delist wolves for the benefit of livestock producers. A decision could come as early as the commission’s Aug. 7 meeting in Salem.

“We’re getting depredations, and we’re getting issues with wolves,” said commissioner Larry Givens.
ODFW encourages producers to use non-lethal tools for hazing wolves away from livestock in areas where the predators are known to have territory. Deterrents include fladry fencing, range riders and reducing attractants such as bone piles.
